No, but going on past history it seems likely to happen. Happened in FSX where if you didn't have the Acceleration pack some addons didn't work. Happened in 2020 where if you didn't have Premium Deluxe some 3pd stuff didn't work. No reason to think it won't happen here. All it takes is someone releasing an addon that uses a gauge from a Premium Deluxe-only plane and unless MS lets them copy the gauge over, which they won't, it won't work.

Haven’t decided yet. I only fly the Prosim 738 and I’ll have to buy 2 licenses ( 2 view pc’s ).

Also I’ll have to wait for Wideview to be compatible with MSFS 2024. That might take a few weeks/months. In the meantime multiple addon airports might have been updated. 
And as I only fly from/to addon airports I am not sure if buying anything above Standard has extra value.

I know have 2x PdL because of handcrafted airports like Amsterdam, Heathrow, and Frankfurt. Back then at MSFS 2020 release those did not exist as addons.

Premium Deluxe has the most amount of scenery.

Do note most of the scenery is just upgraded stuff from 2020, there are some new airports, but not much (we don't have a full list yet)

I also decided to wait. Too many unknowns and lots of speculation from dubious sources. Here's a link to a post by Lorby in the Axis and Ohs Support forum with his thoughts on MSFS2024. Last paragraph should concern anyone who uses addons, or makes addons.
