It’s more of a scale from 1 -10, where 1 = Minimum AI and 10= Max AI. the number will vary based on what airport you’re at. My point is I've had multiple situations where multiple runways are possible and it will default to your Simbrief choice and you may find every other AI is using a different one (which is the more preferred runway according to BATC). So as long as the Simbreif RWY is possible in the wind conditions they will usually assign it even if they dont put AI on the same runway. Obviously when the wind changes you will get re-assigned. In general BATC uses as many real life airport ops as possible, which very often have preferential runways even in low tailwinds (e.g. because of terrain, noise abatement, conflicting airports close by etc.). BATC has a large database for those ops, put together from official airport documents and real life ATC controller input. For transparency: I'm a community mentor at the BATC discord.
