This is a known issue with the UI (or knowing Asobo's approach to thing now, it's working s intended). It happens just before any upcoming patch. It will unlock when they patch the overall game. However, Microsoft seems to rank the top bugs based on the number of votes and there are items on that list that have less than 280 votes.

A bunch of people called them out on this on something a few weeks back (I think one of the Live Weather items) and the Community Manager was like "I'll go check and see if we left that off on purpose" and then it showed up on the next one. When my girlfriend and I holidayed in Rome 3 years ago, our destination was LIRF but shortly before touchdown we were told we were diverting to Ciampino due to fog. We spent the rest of the flight and taxiing wondering how we were going to get into Rome, only to find out we'd been able to land at LIRF after all, without having been told!😄 So it will be fun to actually go to Ciampino as well as landing in the Circus Maximus, which we looked down on from the ruins on Palatine Hill without actually going there.
