So perhaps not as smart as a dog. If all the neurons were in the central brain they might be as smart as a dog. Many, in fact most "experts", would say that an alien species is likely to be vastly different to us and that the Star Trek concept of humanoid aliens with a few ridges on the nose is nonsense. Well, I'm not sure about humanoid with a few nose ridges, but we do see convergent evolution in nature, where the same solution for a given problem is manifest. So maybe there are alien species out there that look "similar" to us.
