Thanks all :) the below helped in achieving those results! Reshade "Sharp clear HDR" preset + water waves/reflection tweaks in rendering options lua plugin + water color textures+ xEnviro 1.06 (cloud/sky replacement) + MisterX KSFO scenery

The main difference is night textures and the way the buildings are modeled. This is how the default Vegas strip looks at night in 11.05r1 (+reshade: sharp clear HDR preset)
