I agree, I wouldn't want to dump flaps while flaring, especially in a Piper , where flaps come up instantly.

Exactly, which after the wheels are on the ground, is good because reduces  lift.

That's after landing, nothing to do with before touchdown.

Looks like he’s still flying when he pulls them up in the video.

Watched it three times.

(In the in-cockpit video not the exterior shot before.)
