Pilot2atc sees AI traffic and will give you traffic advisories, tell you to go around if a plane is on the runway, etc., but it doesn't (nor can it) actually control AI traffic. I use Pilot2atc and I think it's great, definitely much better than default MSFS ATC.

I've not flown often with AI traffic since I've yet to find a system that controls them well enough. I do like the fact that MSFS has the option for AI parked at airports though. Seems to me we have the option of decent (offline) ATC through P2A OR something that can control the AI with FSHud. FSHud does its job nicely and guides you to start position and to the gate, respectively.
