And I believe your assumption that it's been in active development for 10 years is flawed. Rob said it's been "percolating" since mid-2008, and he also said this in the 747-8 cockpit reveal:

I believe the true development has only recently (within the last year) started. In the same way that the 747v3 was first announced in 2012, I think this new product line will be revealed and will cover the next 4+ years of PMDG products. And yes, by products, I mean aircraft.

This is very true - though I interpret this as just them saying the new aircraft will continue with their high standards. PMDG's vision is to make faithful recreations of aircraft to the finest detail...

My guess is some sort of shared cockpit / multiplayer implementation.

Yeah, but as mentioned in the presentation where we announced it, it's a 748 sim, so, I'm sure you can figure out the natural dependency that's still not out yet.
