Not everything in world updates is installed from the marketplace, some stuff is added via the regular patch, like updates to the non-hand crafted airports and autogen buildings, plus we'll probably also get the AIRAC cycle update. I thought this was an important step towards more stable releases so yes I hope this is pure scenery update only.
