I have pretty much the exact system except using 3440x1440 display, and also have OS & MSFS on the same m.2 NVMe drive.  What's missing in the information provided by you so far are the following:

  • What is the clockspeed of your 9900K?  Mine's at [email protected] volts on all 8 cores.
  • What planes are you flying?  I'm using PMDG 738, AS CRJ700, and FBW A320NX. T-LOD is the major stressor on the main thread of your 9900K.  For PMDG & FBW I need to be at T-LOD of 120 or so, rarely at 100.  CRJ can handle 160 or more--but the critically important piece on T-LOD:  hardly matters between 120 and 200 and even 300, visually.  Yes there are subtle differences and if you're focused flying versus critiquing visuals you won't notice anything.  O-LOD has no significant impact so that can always be run at 200.

Your system, if set up like mine, *should* generate liquid-smooth, stutter-free animation everywhere in all planes (FBW A320NX has some built-in issues that cause stutters that is being fixed currently, and I don't use the Fenix A320 which is touted by others to be the hardest on performance so very likely would be a case of dialing back T-LOD even more).  Here's my method to generate this:

Are using TAA mode in MSFS's antialiasing settings?

Yes TAA mode 16x using ncp

And don’t use other NVidia control panel tweaks from YouTube videos just because some self proclaimed “expert” says it is magic. One was doing the rounds recently and was shared right here on Avsim, that suggested setting Use Global Sharpening to ON. Terrible advice.

True.  Some of the advice out there is terrible and seems to be done just for the sake of publishing content.
At best, some 'tweaks' do nothing, but other advice can send you backwards or actually create other problems.
There are no magic solutions hiding around; all the best tweaks are already well known.
As long as some content creators get a like to their video, some of them don't seem to care.

I have even seen people recommend things such as setting resizable BAR in the BIOS, and Threaded Optimisation in NVidia Control Panel, but they do absolutely nothing in MSFS - where do they get this nonsense from?  Anyway, I am off to set triple-buffering, as I have heard it will give me an extra frame or two!

What if he doesn't have the spare cash for a 4k monitor?

"Getting a 4k monitor" is not the only solution to improving jagged textures in the sim.  I am on 1440p and don't have any jaggies.   In my case, using Nvidia DSR completely resolved any AA jaggies.
