If you are on a preset, you need to replace the preset name with 'Custom' in the usercfg. Also if you make any changes in the Sim Menu in settings it will resort to 1. You can set the file to Read Only if you are happy with settings, but then any changes you make in the In-Sim Settings will only apply to that time you have the sim open, and the next time it will resort to the values saved in the Read Only usercfg.
