Each time, my sky color was different. http://imgur.com/NgHw16G http://imgur.com/iKjvAxl http://imgur.com/o2YBAKF Well, I couldn't find it in the manual, but I did find this on HiFi's website: ASCA’s Full Dynamics theme, simultaneous variation of up to 8 different texture sets (128 cloud textures total) are provided including simultaneous texture resolution to provide increased performance for certain cloud types that don’t require high resolution (such as overcast layers). So, I'm guessing the answer is yes. For some reason, I was thinking that the sky color wasn't randomly chosen.

Within ASCA, you can choose whether to let it change your sky textures dynamically or not. You can also indicate the conditions each sky texture is used. I have EnvTex and their sky textures are compatible with ASCA so they will change dynamically based on weather conditions. I like the EnvTex sky sets a little better than the ASCA sets.
