Yeah 1000w PSU. Updated bios and chipset/gpu drivers. Fresh build. Temps max around 75 so no throttling. The CPU revs up to the turbo clock so idk what’s going on. Nothing has been messed with outside of the game. I’ll check it out though with another counter and see if anything has changed.

The Steam FPS counter will also show the correct FPS.

Yeah didn't know about the dev mode being wrong with frame generation.  Checked with the Nvidia one and it was low 100s so that is better.  I still get stutters though especially on approach and to a lesser extent takeoff but that may be a SU11 thing after doing some reading.  Any ideas on reducing stuttering?  I run a 60hz monitor and frankly only need 30 for it to run smooth with frame generation off.

You could try locking your fps to 30 or try 45 or 60 (or any other number) in the Nvidia control panel. That might help.

For some reason locking in the ncp doesn’t do anything. Neither does vsync. Did another flight today and even into Mexico City it was a stuttering mess on final until after I landed. I wonder if it might be worthwhile to move from my 60hz monitor to a proper Gsync monitor.

I think this is the move to really see the benefit of the 4-series card. I have done quite a bit of testing since getting mine. Locked at 60 FPS with vsync and it is fine and "smooth" compared to what I have been used to in the past. Being up in the G-Sync range of my monitor just feels night and day more fluid and smooth. If I drop below that I do still get some stutters, mainly with the Fenix in certain scenarios with FSLTL, and I think it's when I get out of G-Sync range. Other than that, it's just a real game changer being 100+ FPS. 

Sadly my current monitor has Freesync and is not technically "G-Sync Compatible" but it still works. I had a fair amount of flickering so I had to limit my G-Sync range to 72-144hz to help combat it. My next purchase will be a fully G-Sync compatible monitor.

Yeah if I run vsync through the game and lock it to half my refresh rate it works like a charm. Unfortunately when on final at most airports I get a lot of stuttering as my fps drop when more objects get loaded the closer I get. It smooths out on the ground but I just can’t keep it at 30 to stay smooth at most airports which is insane with a 4090 and 5800x3d.
 

Of course with frame generation my fps are way higher but vsync wont work for me with that enabled. Frames stay high but it’s just a stutter fest on my monitor.

Even with Gsysnc enabled?  Mine is stutter fest without GS but I still lock really high (143 at the moment hehe - trying new things) and it's fairly smooth with GS.

I currently use a 4k tv as a monitor so no gsync. Vsync enabled in game or via ncp with frame generation on doesn’t do anything as frames are still very high and stutters.

For me I dialed the frame limit in NCP to about 10 below my refresh rate and it's smooth sailing. Or flying actually. 
Are you sure you're selecting Microsoft Flight Simulator and then setting the frame limit?
I have V-Sync on in the sim, but not in NCP. Not doing half of anything.
Do you have Resizable Bar enabled?
What about Hardware Accelerated GPU Scheduling (HAGS)?
And have you set the timing on your memory right? I'm just asking since you have a new build.

I’ve tried setting the frame to a few under the refresh rate and half the refresh rate. Made no difference in frames. Did it in the flightsim tab in ncp. HAGS is enabled. Not sure what resizable bar is so assuming it’s not enabled by default I’ll guess it’s disabled but I’ll have to double check when I get home.

Today I simply used live weather and local time around 9:00 am.  I knew I was in for an unbelievable treat when I was laying at 160 frames on the runway, and absolutely no regression from that in the air either using the same flight plan as before, in fact I managed anywhere from 160 to 165 frames in flight with very little deviation.  The panning was completely fluid as well as every other aspect of the flight.

With the new hardware setup and frame rates now tripled from before, I am completely amazed.  
 

If anyone is on the fence over migrating to the newer 40xx series cards, my advice would be to just do it if you can.  The 13900 has a role in this as well as the newer ddr5 memory, so I think this isn’t just the card, but still incredible nevertheless.

Cpu: i9 13900k

Gpu: rtx 4090 MSI suprim x

MB: MSI mag Z790 tomahawk ddr5

Ram: 2x16 Kingston fury d5 6000mhz

Storage: 2x 1tb Samsung 980 Pro nvme

Cooler: MSI coolerliquid 360mm

Power: coolemaster mwe 1050w gold v2

Case: coolemaster haf 500

Tv: for now Samsung 7400ru 4k 60hz from mid january tv Samsung qled q70 120hz

I really hope that without major hitches I too can get it to run quite well! In 4k, with very little traffic, I hope to be able to set everything to ultra and lod to the maximum and fly with 737 pmdg at good fps in all conditions! Just a pity that at the beginning I will have to connect it to a 60hz Samsung RU7400 TV, only in the future will I pass 120hz. So it's not very clear to me whether I will have to limit the fps via the Nvidia control panel or not. Then I still have some doubts about the Rolling cache and Manuela cache. I state that the manual is a bad practice having to insert it each time for new areas. my 100mb of internet connection, I can easily load the cities in photogrammetry with only the Rolling cache active. Then it is not yet clear to me how often the Rolling cache must be deleted. It is not clear to me how many gb to dedicate to the Rolling c ache. I hope someone can shed some light on this for me. A hug!

You ought to be going great with that build, the cooling sounds good and should keep everything nice and cool.  My monitor is 60 hz, and I don’t cap frames and do not notice issues even though my fps is never under 60. I also do not have cache turned on, and never did, and never missed its supposed benefits.  Enjoy the flying!

Thanks for the post Stefano!  You should be fine for 60FPS at 4k ultra in 99.9% of situations.  That will be a great set-up. 
Just use Vsync 100% from the MSFS settings menu to give you a smooth 60 fps. That is the best way.  

You are right about the rolling cache issues.  With 100mbs, you don't really need it.  A lot of us don't use it.

Guys thank you very much for the answer, really!! A question about the cache, what does it mean that I won't need the cache? Do you mean the manual one or the Rolling one? That is, I disable the manual one and leave the Rolling one active? Is that correct? I'm sorry but this aspect is still not clear to me...
