Would you say that your CPU temps are low enough, mine is running around 65 to 70, the gpu is in the same range.  I ask because another 13900 user here recently was getting throttled due to high temps on the cpu.

There is some good information here to go off of, but you'll have to experiment a little and see what works for you. You should be able to run everything mostly maxed out at 4k over 100 FPS. If you have a good G-Sync monitor with your PC hardware you should be able to get the most fluid flight simulator experience you've ever had. I never thought I would see something that looks as spectacular as MSFS nonetheless getting this kind of performance. The experience I've had over the last couple of weeks with my 4-series card has been some of the most enjoyable and immersive I've had in all my years of simming. Every freaking night I'm climbing out of jaw-dropping scenery and skyscapes in the high fidelity aircraft while panning around with absurdly framerates and I just giggle. Enjoy your new PC man.

No superputer will run 4k (or VR) with all addons and all weather/AI etc etc all the time with a super smooth fps.  When I mean smooth I mean I need 60 fps minimum at near max settings.  None of this "30 fps is enough for me" garbage...  30 fps was P3D/FSX days.  It is however very possible to run 60+ fps most of the time (at nearly maxed sliders) if you just adjust a few settings.  Terrain LOD being one of the biggest cpu killers.  400 LOD will make even the most powerful systems choke a little.  Anyway this is what we're after.  

You can upgrade now (though I'd wait and see what the 7x00x3d from AMD has to bring to the table - google AMD Zen4) and have max everything at 1080p resolution.  I've got a 12700K/32GB/4080 and at 1440p it's basically 80+ fps in most situations.  It does drop to around 45 in big cities with AI, weather, payware addons etc.  At 4K resolutions and beyond (8K or VR) you're still going to drop below 60 (or maybe even 30) once in a while.

I did not temper with CPU speed I left it as is. It running pretty low temp so is GPU

I didn't measured fps . I want smooth experience. Yesterday I had heavy stutters at Las Vegas strip (Fly Tampa add on). I played with LOD and different settings For example I deleted rolling cache, adjusted  HDR, finally switched from 60hz to 120hz ad it may did a trick. So far so good. Will see

3440x1440.  And I have a lot less potent hardware, much less VRAM.  It just seems odd with that hardware to solicit for this to me you would be running it maxed out but adjust Terrain LOD to keep the main thread from being overtaxed.

Just set it to ultra. MSFS is pretty much dialled in these days with their settings.

Funny enough I just got a 5800x3d and 4090 and got stutters even at lower end places. My testing area was Vegas with flytampa and the pmdg and I drop to 25fps without frame gen enabled. Deleting the rolling cache and disabling it solved my stutters as well. Now it runs pretty darn good in most scenarios.

As a 4090 owner with 1Gig fibre the stutters are starting to irritate me now. I was landing at Dublin the other day and I had massive stutter just before touchdown which put me right off my centre line.

No stutters anymore from the moment I started using ISLC. No issues anymore at approach to a major hub with a large city nearby.

Some are benefiting from this app and others don’t… Worth to try.

For me it does nothing, tried two days with different settings ect.ect. but i could not see anything gets better.

So in my case this tool dosen't help me at all..
