I’m going to check again today because I’ve done this in the past and have never seen a single core at 90 plus percent. If anything the core usage seems to be pretty balanced on my rig, not sure if that is a Win 11 optimization with the newer CPU’s. 
 

Ultimately I’m looking for frame generation with some headroom for the future. I know the fps will dip from time to time depending on the situation but even when this happens the overall fps would still remain pretty high. 

So what CPU is the best match for a 4090?

I’ve just been doing some research regarding which manufacturer to go for and I’ve read some alarming stuff about really bad coil whine with a lot of the 4090’s from different manufacturers. My EVGA FTW3 3090 is near silent. Gigabyte cards seem to be the quietest and Asus & MSI seem to have a ton of complaints about coil whine. 
 

Any of you 4090 owners care to comment on your experiences

Yes you would definitely benefit from the 4090.  You'll have to run DX12 though to get frame gen.  I got a MSI Gaming Trio X for my 4080 and it's very quiet - no issues

Depends very much on OS / Hardware combination. My 8 Performance cores all run more or less at same load thanks to the Win 11 Thread Manager/Scheduler, no such thing as a "main core" here.

Exactly - Win 11 combined with 12th/13th gen Intel CPUs work like that.

price/performance king, runs 65 Celsius max, air cooled on my AMD 5 motherboard.

Gigabyte is definitely one of the better cards out there it would seem

 

I had a PNY before, didn't notice coil whine either. and with headphones on, I wouldn't notice it anyway I guess.

Got a Palit Omniblack 4090 here and no coil whine at all. My previous 3090 FE had a small amount at certain fps.

MSI Gaming X TRiO no Coilwhine

I will say one of the fans on my Gigabyte 4090 has started rattling at certain RPMs. Zero coil whine though.
