The .cfg trick doesn't work here because FS20 is setting back from 0 to 1 again.

Another "trick" is toning down the gamma value in the NVidia CP.

Not on my system, it doesn't.

I think that the one in Users/YourName/AppData/Roaming/Microsoft Flight Simulator (as posted by someone else) is a *temporary* file, but I modify the one in the main MSFS packages location.

I suspect that will only lead to more grief - in case you happen to want to change your in-sim preferences in any way.

it is really strange about the user config file.  I haven't protected mine, but it holds all my changes just fine unless I go into the MSFS in sim settings menu and alter a setting that I adjusted in the file; even then, it only alters that one setting.

For instance, I currently have shadows set to 4096, and scaling at 75% in the user config (yes, scaling in 1% increments is available in the user config). 
Unless I go into the settings menu in sim and specifically adjust these settings, they always hold, and only ever change if I adjust the specific sliders in the sim.

MSFS is a bit of a mystery sometimes how people have different experiences.  Maybe it is due to my file path.  MSFS is installed in an exclusive SSD, F:

I also keep my backups of this file in there (.bak1, .bak2 etc.).  This helped once, because someone told me to delete the file and it will regenerate to default settings.  I did, but then MSFS wouldn't start.  On checking a backup I found the current install path right at the end of the file, which in my case was 'InstalledPackagesPath "F:\MSFS2020".  Once I pasted that line in at the end, all was fine again.

This really should be an option that we could either enable or disable via the menu system.

Checking my setup.... that seems to be the wrong location.
I have the Store edition, maybe the Steam version is different.
The file is UserCfg.opt located at:
C:\Users\USERNAME\AppData\Local\Packages\Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalCache\UserCfg.opt
A hard disk search finds two other UserCfg.opt files but they turn out to be shortcuts.

I had the "not sticking" problem at first but one day it just stuck.
I see this has come up before in relation to some of the other settings in UserCfg.opt. :

I also have the store version and the only userconfig file I see is the one located in X:\WpSystem\S-1-5-21-2765410164-3365885069-1937274512-1001\AppData\Local\Packages\Microsoft.FlightSimulator_8wekyb3d8bbwe\LocalCache and it's called UserCfg.opt

If I don’t lock the file it always changes back to “1”. Changing to “0” and locking the file makes absolutely no difference on my MSFS. If there is at least 30% panel showing, the image outside the cockpit is very over exposed. The result I get with 0 and 1 is identical.

I remember playing with this setting in the Beta MSFS and could never see a difference. Not sure why I can’t see an improvement like other people are achieving. I wish Asobo would offer individual control over the level of the adaption rate.

Strange - That does look like the correct path to the file. 

It works perfectly for me, so not sure why it isn't adjusting on yours.  I get no contrast change now when looking at the panel then looking up out of the window. 

There are two instances of the setting in the user config file (one is for VR but may not be obvious).  It is best to change them both to zero just in case.

PS.  I wonder if there is some interaction going on here with the HDR setting.  It might be worth setting that to zero also.  I am not HDR capable, so I wouldn't see that.
