Why isn't it using more of my system and GPU memory? Even with pre terrain caching set to ultra its still using only 9GB of system ram and 7GB of VRAM?

It's a bit weird, both of your systems have plenty of headroom.

I'm at 12 GB RAM and 8.6 GB VRAM usage in Miami with the Carenado Seneca.

You've probably been asked this, but have you tried emptying the cache and rebuilding it?

I don't have a cache, but I will try it now, any suggestion how much I should go for?

It's almost unplayable for me as long as I'm on the ground, as soon as my wheels are up in the air everything's buttery smooth, on the ground it's a slide show, especially when panning in external view, even at lowest settings,  something must be terribly wrong with my game as I apparently is alone with this problem, so I guess it's just reinstalling.

You are not alone.  I had same problem, and I am using a very high end setup.

I have loads of stuff in Community though.

That said, have only tried out of KJFK thus far.

I'm using 12 GB, it seems to be a good balance for me. I have it on the same drive as the sim is installed.

This is a wonderful update. I just did a little bit of testing. With the setting on low it was pretty much the same as before. Going to medium seemed to help a bit but once you get to high/ultra it is like night and day when panning around. So much smoother.

Any improvements with panning at Pilot plus EGGD?

Answering my own question as I’ve just done a brief test - seems better, not butter smooth though.

For people with Ryzen 5xxxx or Ryzen 3xxx and RTX3000 series, I found a way to hack the nvidia drivers and force SAM Bar in MSFS 2020 and it makes a great difference when panning left to right.

The instruction are here : https://www.techpowerup.com/review/nvidia-pci-express-resizable-bar-performance-test/27.html

Like any hacks, please use with caution.

Why hack the nvidia driver?  Thats surely a recipe for disaster.  Just use the new slider to smooth out the panning, that's what its there for!

Smooth as silk on the ground when panning, but when turning an absolute stutter fest, awful.

Going to try at different airport but I don't really want to turn my LOD below 4.0 if I can help it.

Complaining  it’s a stutterfest  and you have your LOD at 4? Come on….

Before the update it was fine!  Come on...

Not at all, the game does not load more in my memory than before the patch, that is probably the problem, it does not seem to load what is needed.

Have you set your config file to read only? Try setting it to read and write

And? Just use the in sim sliders. If you want to push outside of the settings, expect it to go wrong. Of course it stutters beyond lod 2. That’s probably why they don’t have a slider for 300 or 400…
