No, the way I remember this is, any planes you purchased from the marketplace will carry over (not from MS Store to Steam though), but I do not recall him saying you will be able to downgrade (from 2020 Premium Deluxe to 2024 Standard) and yet get to keep all the 2020 PD planes. Nah, it was always that purchases would carry forward so your investment in marketplace items wouldn’t be wasted. You’ll get the planes from the 2024 edition you buy + any market place planes you had purchased for 2020. I grabbed some shots and tried to post them in the Screenshots forum but no matter where I hosted them (I tried OneDrive, Google Photos, and Google Drive), Avsim just rejected my share links. So someone else will have to share some shots. I'm done trying to figure out how to share with Avsim.
