Only way to view the screenshots is enable a VPN which gives slower download speeds as using connections in Europe

Yup. Started here  with SU4b 1.6.23.0 - .22 was extremely smooth with NO stutters at all.

The panning stutters occur regardless of TLOD/OLOD settings (stutterfest even @10/10!), GPU driver revisions,  nvidia control panel or AA method settings. And there is no pattern: It's a absolutely inconsistent mess. Waiting for the next build. 

(Over at the official forum a self-proclaimed 'father of all IT' is telling folks utter rubbish about this issue. I'd say: Don't mess around with your (previously good) settings. It's not your fault... )

Animated scenery slow the system quite substantially with this beta.

I've tried clean community folder. Even with the default Baron I have this issue.

I did a clean install of beta 4 to no avail.

Everytime I look up down left or right with mouse look (right button held down) it stutters then goes smooth. 

It's  like off screen pre-caching setting is being ignored. I have mine on ultra.

Even the opening cinematics are a stutterfest.

There are plenty of reports of this on the FS official forums.

I had no stutters in VR for months. After reading thread, I just took a flight in 2D (1440p). Zero stutters. When I go to external view and throw the hat left and right it revolves the view exactly as if I was dragging the mouse. The plane spins round and round as long as I keep holding hat to the side. And fps readout stays exactly the same all the while. I can't make it stutter when panning.

For a couple years or so, the only time stutters happened for me, going to the sound settings and changing things there always cured them right up. If Asobo techs, like me, don't see stutters, then it's hard for them to try and fix it for those who have stutters.

Since SU2/SU3, the drone camera collides with the building meshes, making it impossible to enter terminals — the camera is pushed up to the roof or blocked outside-and no fix yet.

This feels like a regression, because exploring interiors with the drone was possible before, and was a nice feature for immersion and for checking scenery quality-annoyingly not fixed yet and I have to use dev mode and developer camera to explore airports that don't take advantage of walk-around mode in interiors.

Almost feels like MSFS 2020 again when the drone camera is pushed up to the roof or blocked outside.

After long evaluation I found out that a little server which I had running in the background (fspanelserver.exe for FsRadioPanel on Android) didn't play nice after a.) recent (automatic) app update on my tablets and the FSUIPC 7.5.5 update. There is a temporal agreement between those updates and the release of SU4b 1.6.23.0...😎

The app was connecting and disconnecting in an endless loop to the server. After I stopped the server (means: No FSRadioPanel atm) ALL panning stutters (even @KFJK with a TLOD of 100/OLOD100) on ground + in cruise are gone.

Phew. Cost me a lot of time. Had nothing to do with any internal MSFS settings, nothing with nvidia drivers, nothing with any Win11 kbXXX .

I comprehensively informed the dev of FSRadioPanel about the issue.

Happy to hear you were able to get to the bottom of it.
