You can use Windows without an internet connection. A lot of MSFS 2020 heavily depends on the servers for MSFS 2020. In a nutshell, supporting old clients is notriously complicated, and would result in even more bugs because it's so much harder to test. For every version of an older client that needs to be supported, the complexity is multiplied by the number of client versions. There has been 15 SUs for MSFS 2020. If the user could choose any of the 15 SUs to use, the code becomes over 15x more complicated, testing would need to be done on all 15 SUs each time a change is made to the server. And the development team would take at least 15x as long to release a single feature, because they have to do regression testing for all 15 SU clients. They did with SU7 and that was a complete disaster, but yes generally they beta test most of them as you say but it's what they break during those betas that they don't fix thereafter - that's the worry every time they release an update.
